Going by that, I guess, dates may move forward very slowly until these new applications are dust-shed and taken for process. And, this may take atleast 6-9 months or more in my opinion (going by the processing times of various USCIS centers).
They have started FY 2008 with some caution after July fiasco and may ease it up a bit in the next couple of months. I am confident most 2002 cases and some 2003 cases would see approval in the next 3-4 months.
2003 EB3 India? That would be interesting (because dates need to jump forward two years for that to happen)

If someone is responsible for the current state of affairs in the H1B area , It is Indian firms . The H1B1 was started in 'GOOD FAITH ' by United States to help people from "all over the world" to come in and work in the US , but large Indian IT houses have overexploited these loopholes so much that we are currently in this sorry state of affairs . In their greed for higher and higher profits(every Indian firm hits 30% profits every quarter ) they have spoiled a perfectly working program a few years ago to such a state that now getting an H1B has got less nothing to do with talent but has become like buying a supperlotto ticket .Below is a very good article from the "Economic Policy Institute " that highlights the fact that 2 well known Indian firms have single handedly lapped up 65% of H1B visas last year and have applied for just 69 green cards . Thats a GC application rate of 0.0004%. i Cannot help agree with the facts in this article. I totally agree that firms like these which abuse the system ought to be severely punished and blacklisted, so that geniunine US companies can get their required workers , when they need them . Everywhere I am seeing few EB-3 india folks showing concern about the grim outlook for EB-3 india due to retrogression, noone else care about this.
It looks like many EB-3 RoW folks are relying on the VISA spillover to them and becoming "c" very soon....I dont see any reactions at all from those members either on or IV forums.
Writing to US senators and Congress Reps is the way to get some relief for EB-3 india. Each one of us should write our own story and present this USCIS pending inventory to them and educate them on how long it will take for us to receive LPR status without any releif from US congress.
VISA recapture will be easier to pass in US congress and IV should start campaign for VISA recapture. IV will receive lots of funding if they initiate this campaign as many EB-3 india folks are willing to donate for this cause.

You hit the nail on its head. The Eb3I participation is very very less. Look at EB2 specific threads. There are 25000 views. EB3I specific threads is a mere 2000. In fact EB3I is supposed to be a biggger group.
Here are my theories:
- EB3I guys lost hope in IV and stopped visiting IV
- EB3I guys work in low level jobs without access to Internet even in office or home (certainly cannot be the case)
- EB3I does not know about IV at all for the past 4 years (hmmm...)
- EB3I just bury their heads in sand looking for a miracle
This is a bigger problem than the EB3I backlog problem.
I know many guys in this forum who are regular contributers are missing here. What really is going on?

We need active participation from members for the action item listed on this thread. CHC member are taking a very hard stand on the 3 bills introduced by Lofgren. If members (esp. constituents) don't call in large numbers and urge the CHC members to support the bills. The 3 bills may not even see the house floor. CHC members want only one immigration bill (CIR), nothing else is accepted.

What those laywers will do without people and cases? Remember that their jobs cannot be portable as the law of land is totally different in other countries :D

lawyers/paralegals:

I have pursuaded people ("friends") to join and contribute but all they say is I will .. never seen one do it .. ashamed of 'em ...I dont really understand why people are so hesitant to contribute. We need a group effort my 50 dollars a month will achieve nothing unless lot of people do the same.

Did anyone receive PERM approvals from Atlanta Processing Center in the recent times? Please post your filing date and days it took to get approval. They seem to be very slow in processing PERM applications. Any updates would be much appreciated.
